The latest meeting of the Ship Operations Cooperative Program (SOCP) boasted 70 members and guests in attendance. The meeting was held at the Massachusetts Maritime Academy on July 11-12. This meeting included open discussions on the hot-button issue of short sea shipping as a means to improve the performance of the national transportation system. RADM Robert D.
